Central Texas Environmental Policy Events for June 22-28, 2009

What is this? For those interested in environmental policy at the local level, this post enumerates all of this week’s meetings having an effect on environmental policy. Please attend as many as you can and help move the green agenda forward!

Highlights:

MONDAY: The City Council will hold a swearing-in ceremony in the afternoon and a party (with WC Clark!) in the evening.

MONDAY: The Save Barton Creek Association will hear an update on the Austin Clean Water Program.

TUESDAY: Travis County will issue a resolution of support for a project to deliver water from the Carrizo-Wilcox aquifer (Burleson Co) to Eastern Travis County.

TUESDAY: The Capital Area Workforce Board will host an informational meeting about the Pecan Street Project and how you can get involved.

TUESDAY: The Planning Commission looks at the ordinance to tighten up the water quality pond standards, considers historic zoning for Walter Long/Janet Fish’s homestead, and hears two controversial PUD applications, South Shore and The Park.

TUESDAY: The Parks and Recreation Commission hears a recommendation on cleaning up the abandoned landfill behind the Toys R Us at 360/Lamar.

WEDNESDAY: CTRMA holds its first meeting with its new Chairman Ray Wilkerson.

WEDNESDAY: The Austin-Bastrop River Corridor Partnership Meeting meets to discuss the future of the river corridor east of Longhorn Dam and in Bastrop County.

WEDNESDAY: The Austin Neighborhoods Council hosts Greg Meszaros from the Austin Water Utility and Bill Bunch from SOS to speak on water infrastructure and conservation.

THURSDAY: The Austin Environmental Community holds an EcoChange Exchange forum to welcome in the new City Council and educate them about our environmental priorities.

THURSDAY: The local CNU chapter holds a one-day forum on “Great Public Spaces”

THURSDAY: The City of Austin will present the draft East Riverside Corridor Draft Plan and take citizen feedback.

THURSDAY: Travis County talks about the Lege session and how it went (HINT: not very well).

SATURDAY: Is the cedar responsible for the ills of the Hill Country? Elizabeth McGreevy hosts a presentation in Dripping Springs to explain the good and bad of ash junipers.

Item #9a: Estimated effective FY 2010 tax rate is $0.4109 (last year’s rate is $0.4122), proposed rate is $0.4232.
Item #9c: Budget Office is recommending a voluntary hiring freeze for all non-essential positions, each dept. is asked to reduce expenses by 5%.
Item #23: Interlocal with LCRA for pre-construction engineering and design of the Timber Creek 2005 design project. This is part of the Onion Creek floodplain buyout program and will basically become a park on buyout land. TC’s share is $65k.
Item #24: Resolution to support Cross Country Water Supply Corp’s 52-mile water pipeline facility in Eastern Travis County. This will serve Manor, Hornsby Bend, and several WCIDs in the area. Water will
come from the Cariizo-Wilcox aquifer in Burleson County.

Item #C1/2: Presentation/action on FY 2010 Capital Improvements Program Plan
Item #C3: Consider/action on new ordinance clarifying and improving ownership, maintenance, and inspection requirements for structural water quality and flood control ponds.
Item #C5: Zone Walter Long’s and Janet Fish’s old house as historic.
Item #C10: South Shore PUD. The controversy here was the density in this area of Riverside Dr. and the fact that the PUD called for a water detention pond in a CWQZ. However, the pond would also capture
100 acres of runoff from the existing neighborhood. Grayco also agreed to 25% above energy code, 10% above tree mitigation, 10% above landscaping, and native plant practices.
Item #C12: The Park PUD. This is a tiny PUD located on Barton Springs Rd. where The Filling Station used to be. It is controversial because it is a tiny lot (0.8 acres – PUDs should be 10 acres or less) and the
project’s height (120 feet) is double the max height specified in the neighborhood plan (60 feet).
Item #C19: Winkley Loma Vista final without preliminary plan. 5 lots on 7.67 acres in the BSZ contributing zone (Williamson Creek).
Recommended by staff.

the community can meet, mingle, and share. In addition to the on-stage panels, throughout the day we’ll ask all attendees to use the ideas being discussed to help us shape a policy agenda for future action.

8:30am-11:45am: Volunteer: Onion Creek Karst Inventory
Find, flag, and inventory karst features (caves, sinkholes and other aquifer recharge features) on Onion Creek’s Rutherford Tract where a June 2009 prescribed fire took place. Details: The Wildland Conservation Division performed a 200 acre prescribed burn on the Rutherford tract in June of 2009. This burn has temporarily cleared the herbaceous vegetation in the burn unit. We have a golden opportunity to find and document karst areas in the burn are before the vegetation re-grows. Volunteers will stand approximately 15-20 feet apart in a line and slowly walk across the area, searching for caves, sinkholes, or other karst features. Once found, the features will be flagged and documented. The goal is to inventory all the karst features, so their significance can be determined. This inventory will help inform our land management practices at the site. The work area contains loose rocks, leaves, and other tripping hazards.

Cedar trees that blanket the Hill Country are held partly responsible for our shortages of grass, soil, and water. Most regard mountain cedars as invasive weeds and that eradicating them is the only way to
solve our problems. This presentation will show better ways to restore the Hill Country and relay the point that not all cedars are bad; that cutting every cedar will not solve our problems; and that
cedars can help solve our problems. Elizabeth McGreevy will present.
