The upcoming session of the Texas Legislature has (unofficialy) begun. Although the new session doesn’t start until January, this week gave us a preview of what our lawmakers might be working on. Last week marked the start of prefiling, during which state legislators are able to submit bills they would like to see debated, worked on, and passed during the upcoming legislative session. As the Austin American-Statesman reports, hundreds of bills were submitted this week, including:
- A bill to create a statewide regulatory system for ride-hailing companies like Uber and Lyft (which would require all drivers to pass a national background check)
- A bill to eliminate all local regulations on taxis, limousines and ride-hailing companies
- A bill to eliminate bag bans (like the one passed in Austin)
In response to the flurry of bills filed about ride-hailing app regulations, Austin Mayor Steve Adler released the following statement: “Austin is doing something right with a thriving open-market and perhaps more meaningful ride-share options than any city in the world. We welcome the opportunity to be part of the conversation about how best to promote public safety and mobility choices – which have always been our city’s concerns. Obviously, our community is very invested and we have a lot to share.”
FYI – For those who aren’t familiar, the Texas Legislature only meets for an 140-day session every other year. Starting on January 10th, the 2017 session will begin. Most new bills can only be introduced during the first 60 days of the session. This time is primarily meant for debate and deliberation. We’ll keep you updated on what the legislature is up to (as it pertains to Austin) as the session goes on.
